Heads Up To all Residents Parking across sidewalks creates a distinct hazard to pedestrians and motorists. Pedestrians are forced into the street from behind vehicles which have obscured them from drivers' view. Obstructing sidewalks is also inconsiderate of our neighbors' right to enjoy a walk, skate or ride on sidewalks safely out of traffic. For these reasons obstruction of sidewalks with vehicles is specifically prohibited by CWCA covenants. This information was published recently (CWCA 3rd quarter newsletter) and on this website. Beginning in late October, owners will be issued reminding letters should sidewalk obstructions be observed on their property. As with all community standards violations, the reminder will require a written response by owner to forestall further enforcement action by the CWCA Board; repeat offenders will be subject to monetary fine. In early 2002 the Board of Directors (Board) of the Cheval West Community Association (CWCA) created a Fine Review Committee (FRC) in accord with Florida Statute 720 which governs Florida homeowners associations . The Committee is composed of nominally five Cheval West homeowners and serves a check-and-balance function regarding fines imposed on homeowners by the CWCA Board for non-compliance with Cheval West Covenants, Conditions and Restrictions (CC&Rs). Committee members and their collective decisions are entirely independent of the CWCA Board. The group meets at least monthly to consider each case in which a fine has been levied by the Board considerations include direct property inspections by Committee members and the content of hearings in which property owners are encouraged to participate by sharing their views of circumstances related to levied fines. The Committee then decides whether to uphold or modify the fine levied by the Board. FRC Operational Priorities · Equitable treatment of all owners · Reasonable, even-handed support of CWCA CC&Rs · Rapid and thorough resolution of cases · Development of outreach program to provide residents information and other assistance related to CC&Rs compliance · Through consistent application of the above, greatly reduce the number of situations in Cheval West where community standards violations and fines occur · Through maintaining high community standards, help protect the value of our property in Cheval West development Seasonal Tips Community Standards Compliance 1) Watering restrictions make it more challenging to keep your lawn healthy - Nonetheless- · Watering very thoroughly on your assigned day, and, · Making certain to use best practices for lawn pest and weed control and for fertilization (professional advice highly recommended), and, · Adjusting lawn cutting height to temperature/ rainfall conditions (professional advice highly recommended), and, · Maintaining the once-per-week mow, trim and edge regimen required by CWCA standards, and, · Making certain all sprinklers are operating properly and all parts of lawn are receiving effective irrigation - viewing your sprinkler coverage patterns* paying special attention to areas where brown areas are developing- Should aid in prevention of significant loss of sod and other deterioration of your lawn. *System operation for repair and maintenance operations during, restricted (non-watering) times is allowed under very specific guidelines promulgated by Hillsborough County Water Department, see; http://www.hillsboroughcounty.org/waterdept/restrictions.html

These tend to require frequent upkeep due to · Clean housings with bleach-water mixture to remove mildew or repaint (in existing colors) to cover discoloration. Repair then repaint damaged housings, flags and/or metal boxes, including rust streaks 3) Parking over sidewalks Strictly Not Allowed · This causes real danger for pedestrians, especially handicapped and young folks. Both types of sloped roofs in Cheval, tile and composition shingle, are subject to severe discoloration by mildew and accumulations of dust and debris. Eventually all roofs must be cleaned to remove discoloration Pressure washing is often used on cementous materials while gentler treatments such as oxidant sprays are used on composition shingles.
